Answer: I don't know what "Joe" is talking about. You will not get a big fine or get arrested if you do not have a license (unless he knows something I don't). I am a business owner myself, In fact my husband and I own three different businesses. He has a home remodeling and repair company as well as a money consulting business. My husband needed to have a contractor's license to be able to do larger remodels but you are not required to have a business license for just starting a service oriented business. It probably depends on your state. You may need to check with another similar business in your state. Just call them up, ask for the owner, and then ask a bunch of questions until they get suspicious about why you are asking them.
My suggestion:
1. Go to your state's website (example: www.kansas.gov), register your business name so that noone else can take it and so the government will know when you started your business.
2. Ask as many questions as you can get away with by calling a similar business in your state.
3. Develop you business plan and target market.
4. Find a good accountant and keep track of all your expenses.
5. Provide good quality service and rely on word-of-mouth referrals
