Question: My spouse never lets me have any of our tax rebate. I've reduced my FITW because of this. Is this fair?

He makes $75,000 a year and I earn $18,000. We have separate checking accounts. I pay all my personal bills (gas, phone, clothing, medical, dental) and kids school lunches, some of their clothing, vet bills for 2 dogs, some groceries. He pays all major expenses (mortgage, insurance, utilities, etc). I tried and failed at a Home Based Business which put me $10,000 in credit card debt. He is mad about that and will not give me any of the tax refund to help me out of debt and says I must learn my lesson. He hoards money and keeps exact count of it. I found several thousand dollars in cash recently, all wrapped in paper tape as though it came from a bank. I asked about it and he says he doesn't trust banks as his parents were depression era. He was vague and it ended in a fight. He has since moved it. We don't talk about it now. I didn't take any but wonder why he has this and why he won't help me. I'm mad and reduced my income tax withhold since he is so stingy. I'm depressed.
