Generally, if you are making an income and other companies are contacting you, then you would need a license; however, your age may be a factor. There is also the issue of sales tax and income tax, and alot of other cans of worms. So I would get info from your city hall.

Question: What could I do for work in or near Exeter?

I will need to find a job in Exeter after Christmas. The online job listings seem to all be for business or upper management or other things requiring a degree. I'm in my mid-20's, I have a business diploma but I'm not actually that interested in the management/financial type that most vacancies are for. I get stressed out in active retail environments and I'm not great at working with cash or numbers. I love books, houses, and people, but not people as retail customers, ha ha. I like working with my hands and mind, I'm artistic and visual, and also great with words, editing, and computer work. I have experience with house-painting and some home-renos. Any ideas, based on what is needed in Exeter in the up and coming year?
